Driver was under 18 when the learner’s permit was issued
- Complete Driver Education Course
- Complete 45 hours, 15 hours of which occurred after sunset with parent/guardian/foster parent
- Parent signature is required to validate Virginia Driver Training Certificate (DTS-B) as temporary driver’s license
- Driver must attend Juvenile Licensing Ceremony
Driver was 18 when the learner’s permit was issued
- Hold learner’s permit for 60 days or complete Driver Education Course
- DMV will conduct the final road test
- The DTS-B does not serve as a temporary driver’s license. DMV will issue a 30-day temporary driver’s permit, permanent license will be mailed.
Driver was under 18 when the learner’s permit was issued, but turned 18 and completed driver education course
- Complete 45 hours, 15 hours of which occurred after sunset with parent/guardian/foster parent
- Parent signature is not required to validate DTS-B as temporary driver’s license if the person is age 18
- Driver must attend licensing ceremony
